Not specifically for the Tate, but the Albert dock has pay and display especially opposite The Beatles story, but it is very popular so you may have to drive around for a while before you get a place.
Other wise you could use the car park at the Echo arena and conference centre which is £1 per hour and Approx 5-10 mins walk, or use the Car park at Liverpool One which is roughly the same distance, but is the most expensive in Liverpool, just over 2hrs costs £6.

The best place to park is the big car park by the Echo Arena, its a short walk from there to the Albert Dock.

there is some pay and display parking at the Albert Dock (be warned the wardens there are vicious and will clamp your car at the drop of a hat) but it’s often full so you may need to park either at the Echo Arena car park or the liverpool One car park. All will be a short 10 minute walk
